Specifically, buyers may give a seller a rating from 1-5 stars in each of four areas: shipping costs, shipping speed, seller communication, and item arriving "as described."
While buyers have largely embraced the relatively new rating system, sellers are decidedly less pleased. This is largely because while buyers tend to give 4 star ratings as a "standard" score, reserving 5 star ratings for "exceptional" cases, eBay actually requires sellers to maintain scores better than 4.3 starts in each area or risk penalties that affect fees, participation in the Power Seller program, appearance in buyer search results, and even the ability to list new auctions.
